In 2001 the Government published a white paper under the title of 'Valuing People' that significantly set the agenda for a new inclusive approach to those people with special needs and their carers, the services offered, and their right to be recognised as citizens with choices who can make a worthwhile contribution to society.

There is in place a wide ranging strategy to support the implementation of this policy, that places legal obligations on Local Authorities to set up new forums and review procedures and services it provides, and to actively engage in a process of change.

We in the Lantern Community are fully committed to the aims and ideals of Valuing People, and using it as a reference point in all we wish to strive for on behalf of those people with a learning disability.
